Declining manufacturing costs, and a very generous California cash rebates have made investing in solar electric power systems more financially attractive than ever. The California Energy Commission presently offers a cash rebate which covers 25%-35% of the installed systems cost. In addition, there is a 7.5% state tax credit for purchase of a utility-connected solar electric power system until Dec. 31, 2005.
The financial incentives available for these systems are very attractive, however, these funds are limited, and they are available on a ‘first come first served’ basis. In the past several years the program has run out of funds before the end of the year. To meet California’s growing demand for electricity, new power plants will need to be built. This will require huge investments by the utilities and the private sector, not only in plant construction cost, but in new distribution and transmission lines to deliver that power. All of these costs will be passed onto YOU, the ratepayer.
Furthermore, all of the new power plants coming ‘online’ in California will be fueled with natural gas. According to the California Power Authority, “20 percent of our natural gas production disappears every year ... the average gas well is gone in 9 years”. They continue to state, “in less than 10 years, we are going to run out of cheap [natural] gas.”

This graph (right) illustrates the cost-savings of a typical solar system, financed over 30 years, taking into account the California buy-down rebates; tax credits; and, the interest tax deduction. The line at the bottom represents the loan payments on the solar system. The upper line represents the “baseline” electric rates paid to the utility if rates continue to increase at historical levels. If you use power above “baseline” levels, the rates will be much higher. The shaded area is a representation of your cost savings when you generate your own electricity. |
